Phillips Gulch is a small but very special waterfall dropping down into the ocean at Salt Point State Park. It is only 15 ft. high but is so very pretty and is incredibly scenic. Sunset is the perfect time to enjoy Phillips Gulch Falls, and there will likely be no one else around, as it is off the beaten path and not marked on any of the park maps. But it will be dry in the summer, so you need to come in the winter and early spring.
